The RTO is the state-level government authority in India responsible for vehicle registration, driving license issuance, road tax collection, and permits. Every vehicle sold in India must be registered with the RTO in the state where it will primarily operate, and the road tax paid at that point becomes part of the total on-road cost of buying a car.
