The simple arithmetic difference between two percentages, as opposed to percentage change, which measures the relative difference. A rate moving from 5% to 8% is a 3 percentage point increase.
Definition
Percentage points measure the simple arithmetic difference between two percentages or rates, not a relative or proportional change. If an interest rate moves from 4% to 5%, that's a 1 percentage point increase, calculated by simple subtraction, not by dividing the difference by the original rate.
This is easy to confuse with percentage change, which does measure a relative, proportional shift. The same 4%-to-5% move represents a 1 percentage point increase but a 25% percentage change, two correct but very different ways of describing the same underlying shift, and mixing them up leads to real confusion, especially in news reporting on rates and elections.

Worked Example
A central bank raises its policy rate from 4.5% to 5.25%.
- Percentage point change: 5.25% โ 4.5% = 0.75 percentage points
Expressed as percentage change instead, that same move is (0.75 / 4.5) ร 100 โ 16.7%, a much larger-sounding number describing the identical underlying rate move.
Key Things to Know
- Always symmetric, unlike percentage change. The gap between two percentages doesn't depend on which one is treated as the "original," 5% to 8% is 3 points either direction.
- Small rate moves can sound dramatic when expressed as percentage change instead. A 1 percentage point move on a 2% base rate is a 50% relative change, technically correct but often misleading if presented without context.
- Common in economic and political reporting. Interest rates, unemployment rates, and election polling differences are almost always best expressed in percentage points to avoid overstating small shifts.
- Not interchangeable with percentage change in calculations. Using the wrong one in a financial model or report produces a materially different, and often incorrect, interpretation of the actual shift.
- Both terms describe legitimate but different comparisons. Neither is inherently more "correct," the right choice depends on whether you want to describe the raw gap or the relative shift.
